Not a pumper, but from reading stuff other guys have posted and from the pumping chat room, I can tell you that:
A) if you pump your dick, it will return to normal in 3 to 4 hours ... which is a good thing because the enlargement caused by pumping is not the same as an erection
B) if you pump your balls they should be back to normal within a day. Check out Baldcock's Memorial Day ball pumping session pics. He got them quite big; the scrotum was back to normal after about 12 to 14 hours; his balls back to normal after probably 24 hours.
The only way to make your balls permanently larger is to contract mumps as an adult ... definitely not recommended.
