How do you do "Wet Pumping" with suntea jar?

Hey guys, I was wondering how you use water when suntea pumping? What I understand is that you fill the jar up with water. How much do you put in? While sucking won't you suck the water out instead on the air? If someone could please help me understand I would really appretiate it. Thanks!
