I've been reading the posts by Belstretch on using velcro and I thought I might share the idea I had. Keep in mind that I've never actually tried this, but it might be good for people who don't really have the money or resources to get a real ball stretcher.
Go to Wal-Mart or equivalent and buy a real cheap, wide belt. You can probably find one for about $5. Then go into the fabric section and get yourself some snaps. Cut the belt into sections, each just long enough to wrap around your testicles comfortably, then put snaps on each section so you can snap them on. You'll probably wind up spending around $7-$10, but you'll probably be able to make at least five or six stretchers with the same belt and last I checked the real ones cost around $25 a piece!
