Congratulations. You have just experienced your first "doughnut". For some reason--on circumcised guys, anyway-- the area just beneath the glans takes much longer to return to pre-pumping size than the rest of the shaft. I have gotten many myself, but I don't think they're hazardous--just unsightly.
