Look, every guy's body is different, but here's my experinece: In 12 years of pumping my cock, I've only rarely had a problem getting hard after pumping.
This was always when I overdid it and used too much vacuum. Most always, I get a powerful hardon that won't quit. Sometimes it still stays hard after I cum.
I suspect this "problem" is due to a difficulty with the vascular constriction system that causes your your cock's erectile tissues to fill with blood and become hard. It may get knocked out of kilter by using too much vacuum.
Try reducing the vacuum level and see if you get better results. Hope this info helps.
