I have designed and built several pumps, both manual and electric with clear tubes for a very reasonable price. A tube can be built for about $10-$15 and is perfectly clear, strong acrylic with 1/8" wall thickness and 1 3/4 to 5" inner diameter. Manual or electric (household or in the car) pumps can be made for less than $20. The electric pump is fast and strong enough for masturbation. I'm considering selling this information along with illustrations and demonstration videos/pictures for less than $20 if enough people are interested. Mail me if you would be interested.
