Normally, pumping your cock and balls together in a 2-stage or STJ should make your cock fluff up nicely, as long as it is exposed to the vacuum.
If your cock gets scrunched up under your balls, inside the foreskin, it won't expand. Making sure your cock is fully erect when you go in, with the head fully expanded and exposed to the vacuum, should solve this problem.
You should arange your cock and balls in the jar so you can see your cock thru the top of the jar, slowly expanding toward the bottom of the jar as you pump.
