It's normal for your scrotum to tighten up when it's cold.
There is a bag-like muscle inside the scrotum that does this.
It's the body's way of regulating the temperature of the
testicles. If this doesn't happen, you start making defective
sperm. The muscles were originally made to suck your balls up
into your body to protect them when you're scared or in danger.
